Universities are first and foremost centers for higher learning and the dissemination of knowledge. Recently however, many universities have begun placing restrictions on what their researchers can make public in an effort to secure long term funding from private sources [71]. Some universities even have clauses that make it illegal for researchers to distribute OSS[72]. Enforcing an OSS license for publicly funded software will guarantee researchers the ability to make their information available.
