The primary goal of most funding agencies is ``To promote the progress of science'' (from the charter of the National Science Foundation[69]). The charter of the National Institutes of Health goes even further, indicating: ``A principal concern of the NIH is to invest wisely the tax dollars entrusted to it for the support and conduct of biomedical research.''[70]. Therefore, their funding policies should best support the dissemination of scientific knowledge, and ensuring the product fo those tax dollars achieve maximum use.
